Topic: Inside Threat: It’s Not Just Cybersecurity

Lee Rosenberg is the Managing Director of Navigating Preparedness Associates. He is an accomplished executive and leader with over 30 years of experience and has worked as an emergency management leader for the past 10 years, serving as a Maritime Homeland Security subject matter expert for the United States Coast Guard and as a Federal Coordinating Officer for FEMA RIX. At FEMA, he led teams providing Federal assistance to states after declared disasters, and supported planning for pandemic response and incident specific contingencies. Mr. Rosenberg served 30 years in the Navy and retired at the rank of Captain. He has an extensive background in field leadership, emergency management operations and planning, hazard mitigation, training and exercises, and coordinating the efforts of local, State and Federal agencies during disaster response and recovery.

From 2008 – 2014, Mr. Rosenberg led the URS Oakland office Environmental Services Department. He managed a diverse staff of 40 engineers and scientists who provided planning and permitting, remediation, Geographical Information Systems (GIS), economics and emergency management services for industrial and government clients.

From 2006 – 2008, Mr. Rosenberg served as a Federal Coordinating Officer for FEMA Region IX. He led teams conducting disaster response and recovery operations in support of the Stafford Act while directing Joint Field Offices for disasters in Arizona, California, Hawaii, Missouri, and Nebraska. He also developed policy, doctrine and SOPs for FEMA Headquarters Response Division.

Mr. Rosenberg is a combat veteran of Operation Desert Storm, serving on active duty for 30 years from 1976 – 2006, and retired as a Captain. He spent over 7 years in command including the Navy ROTC Unit at the University of California, USS Eliot (DD-967) and Assault Craft Unit 5, a complex amphibious assault hovercraft operations and maintenance installation. Mr. Rosenberg was directly responsible for the lives and safety of up to 700 staff conducting complex operational assignments in the harshest conditions.

While executive officer of a special weapons capable destroyer that also had a national level SIGINT capability, Mr. Rosenberg was the ship’s security manager and dealt with physical, personnel reliability and information security programs. These programs were more closely monitored on USS Fife (DD-991) than most, due to its forward deployed status in Japan and the deployment the shipmade to the Persian Gulf, where they launched 60 tomahawk missiles into Iraq and served as Net Control for all the SIGINT capable ships in the Gulf during Operation Desert Storm. Fife also completed a multi-week, independent visit to conduct intelligence operations in the sea of Okhotsk.
